Carmen Samaniego was born in El Paso, Texas. Her father, Hector X. Samaniego, M.D., originally from El Paso, had his medical clinic in San Antonio, Texas for over 40 years. Her mother, Brigitte Samaniego was an immigrant from Germany who worked at Dr. Samaniego's clinic and later worked at her daughters' law offices.
Carmen attended Locke Hill and Shenandoah Elementary, Hobby Middle School, and Texas Military Institute, all in San Antonio, Texas. She went on to receive degrees from UTSA, UT Austin, and her J.D. from St. Mary’s law school.
Early in her career, Carmen worked for architects, the Institute of Texan Cultures, the U.S. Army Corps of Engineers, and travelled and lived throughout Europe and Central and South America due to her husband's work.
From 2000 to 2009, Ms. Samaniego was in private practice as an attorney working with her sister Christa Samaniego. From 2009 to 2011 she worked as a foreign service officer and served one year at the U.S. Embassy in Pakistan.
